Resolution ResAP (2005)2 sets out the conditions to be met so that printed materials and articles intended to come into contact with foodstuffs should not, in their finished state and under normal and foreseeable conditions of use, allow their constituents to pass into foodstuffs in proportions which are harmful to human health or capable of unacceptably altering the composition of foodstuffs or deteriorating their organoleptic characteristics, in accordance with Article 3 of Regulation (EC) No. 1935/2004. It also lays down the conditions to be met by finished materials or printed articles intended to come into contact with foodstuffs.

It applies to varnishes and printing inks and to any layer of varnish or printing ink, colored or colorless, applied by an appropriate process to the non-food-contact surfaces of articles or materials intended to come into contact with food.

It does not apply to layers of packaging inks in direct contact with foodstuffs, nor when it is proven that a substrate makes migration of packaging ink substances impossible, and smearing or transfer via a gas phase can be ruled out.
