Resolution ResAP(2002)1 applies to materials and articles made from paper and cardboard (excluding non-wovens which may comprise one or more layers of fibers and are intended to come into contact with foodstuffs). Plastic layers or layers of any other materials, such as aluminum, or waxes or kerosenes with which paper and cardboard are coated, are excluded from the resolution. When materials and articles consist of two or more layers, exclusively or not exclusively of paper and cardboard, any layer formed of paper and cardboard must meet the conditions of the resolution, unless it is separated from food products by a functional barrier to migration.

Filter layers that are heavy in weight and largely composed of non-fibrous materials, as well as paper towels and paper napkins, are excluded from the scope of this resolution.
