Circular no. 176 consolidated of December 2, 1959, amended, on pigments and colorants for plastics and packaging.

Ministry of Agriculture circular no. 176 of 2/12/1959, published after consultation with France's Higher Council for Public Health (CSHPF), contains three positive lists of pigments and colorants, together with purity criteria: one list for organic colorants, one list for mineral pigments, and one list dedicated to regenerated cellulose film colorants. This circular was supplemented by new colorants up to 1985, based on the opinions of the CSHPF and AFSSA (Agence Française de Sécurité Sanitaire des Aliments). A more complete list of colorants evaluated is given in the draft French decree submitted to the European Commission (Notification n° 2004/328/F).
