This document entitled "Industry Guideline for the Compliance of Paper & Board Materials and Articles for Food Contact" applies to materials and articles made of paper and board (excluding nonwovens as defined by ISO 9092) which may comprise one or more layers of fibers and which are, in their finished product state:

  • intended to be brought into contact with foodstuffs, or;
  • already in contact with foodstuffs and are intended for this purpose, or
  • which may reasonably be expected to be brought into contact with foodstuffs, or which will transfer constituents to foodstuffs under normal or foreseeable conditions of use.

The guidelines include the following points:

  • Control of raw materials by complying with the requirements given in Appendix 1 (list of authorized substances) and Appendix 2 (requirements for recycled cellulosic raw materials);
  • Manufacturing process control following the good practices in chapter 5;
  • Finished product requirements
  • Chemical criteria described in chapter 4
  • Traceability described in chapter 9
  • Written declaration of conformity in appendix 4

The guidelines indicate specific levels of performance to be achieved with associated analysis methodologies. Pending specific harmonized measures in Europe for paper and cardboard, the aim of the guidelines is to provide a common frame of reference for professionals in order to better meet the general requirements of European legislation on materials intended for contact with food (EC regulation no. 1935/2004 and EC regulation no. 2023/2006).
