Regulation (EC) no. 1935/2004 requires materials and articles intended to come into contact with food to be manufactured in accordance with Good Manufacturing Practices. The requirements are described in more detail in regulation (EC) no. 2023/2006.

This good practice guide, published by CEPI (Confederation of European Paper Industries), is intended to help European paper and board manufacturers define and implement good manufacturing practices. The guide does not cover converting operations. It assumes that the operators concerned have set up a quality management system compliant with ISO 9001 or an equivalent standard. It applies to all paper and cardboard manufacturing operations intended to come into contact with all types of food under all conditions of use.


























This guide comprises two main parts:

  • Chapters 4 to 8 describe the basic requirements of the regulations concerning good manufacturing practices, as well as the provisions to be implemented for paper production.
  • Chapter 9 contains the detailed list of provisions to be adopted for paper and board manufacturing to comply with good manufacturing practices.
